Formantbank is a free fixed filter bank plugin for Windows VST hosts.

The other thing that helps deliver that Sherman sound is to drive your filter plugin though a Tube stage (something like Soundtoys Decapitator should do the job nicely).

There are 12 filter bands, each with a volume fader plug additional low and high shelving filters. In fact the bands are not complete “fixed” – their frequencies can be shifted all together with the “FORMANT” knob. A special strong effect can be obtained by turning the resonance up. The filtered and the original signal can be blended from 0% – 100%.
